Within the framework of the nationwide whistleblowing campaign, awareness-raising activities have already been implemented in all regions of Armenia during the first phase, involving more than 300 local government representatives.
Analysis of the whistleblowing indicators received through the whistleblowing platform azdararir.am shows that the campaign has already yielded positive results, with the number of whistleblowing cases increasing almost 10-fold. The Armenian Lawyers Association is also actively involved in the campaign's activities. According to them, anti-corruption education and public awareness activities are planned to be carried out with representatives of teams and the private sector, students and teachers, as well as university students, starting from October 2024.
The chart compares the indicators for July, August, and September of 2023 with the same months in 2024.
The chart more clearly demonstrates the progress that has been recorded after the nationwide whistleblowing campaign.
While presenting the report on the progress and results of the implementation of the Government Program of the Republic of Armenia (2021-2026) for 2023 in the National Assembly, Minister of Justice Grigor Minasyan also stated that both quantitative and qualitative indicators of whistleblowing have increased.
"We have started a nationwide campaign, as a result of which, as of today, both quantitative and qualitative indicators of whistleblowing have increased by 80 percent. Previously, if people made reports, they didn't understand the consequences well, or the reports were of very poor quality, law enforcement agencies spent enormous resources. Today, we summarize with our ministry partners that we have also had qualitative growth," the minister noted.
If there are grounds for verifying the report, the Prosecutor General's Office sends the report in documentary form to the body carrying out operative-investigative activities.
According to azdararir.am, 57.88 percent of the whistleblowing reports have been verified through operative-investigative actions.
It should be noted that the campaign was launched last year, and the chart shows what impact it has had on the total number of whistleblowing reports.
We do not forget that whistleblowers are not "snitches"; they are decent citizens who respect the law.
